Infrared imagery shows sheared convection to the west of a poorly organized low-level circulation that is now crossing over the coast of Vietnam.
The initial position is placed slightly west of the PGTW position fix and the initial intensity of 35 km/h (20 knots) is hedged slightly lower than the PGTW current intensity estimate of 1.0 (25 knots).
Recent microwave imagery shows no indication of any significant convective structure remaining. Due to land interaction and high wind shear (>25 knots), 08W has dissipated and is forecast decrease to 30 km/h (15 knots) within 24 hours.
This is the final warning on this system by JTWC. The system will be closely monitored for signs of regeneration.
