Satellite imagery shows an exposed low-level circulation center (LLCC) with sparse convection in the northern semicircle.
Microwave imagery showed poorly-defined low-level clouds wrapping into the center. Analysis shows a marginally favorable environment for development with poor upper-level outflow, low wind shear (10 to 15 knots), and warm sea surface temperatures (27 to 28°C).
Forecast models show 94P (Tropical Low 14U) being quasistationary as it slowly consolidates over the next 1 to 2 days before beginning to track southward.
